(From Page 3) sion meeting, Guarantee Bank was mentioned as having much of the county’s business, a fact confirmed by the coufity Treasurer’s office. But Guarantee is slated to be acquired by First Jersey National early next year. ••INCENTIVE" for local bank participation would be projects that required regular loans in addition to low-interest ones through the revolving fund. That way, banks could earn money from regular interest rates. This apparently works in Ocean County, whiclrhas a similar $377,000 grant, but uses its money for secondmortgages and expects borrowers to get 60 to 75 percent of their project cost from other sources, presumably the financial institutions. J Cape May County, on the other hand, has indicated it will go for first mortgages itself and expects most loans to be used to update

equipment on existing vessels which themselves can be considered “private investment.” County officials pointed out last week that, in addition to the service charge a financial institution will collect, there also will be administrative costs, legal costs, bonding costs and auditing costs. THE COUNTY'S proposed budget had $10,000 for administration: $2,500 for a state-required audit and $7,500 for a portion of the salaries of county Planning Director Elwood Jarmer and Principal Planner James J. Smith. -Latest thinking, however, i$ that Edmund Grant of the Economic Development Commission will do much of the day-to-day administration with a portion of his salary paid from the grant. In relation to the jobcreation purpose of the grant, Smith told the commission last week that "We’ll be under performance standards to have these applications create jobs.” But, he said, the state “understands” that commercial fishing may be a “full-time seasonal job.” Interviewed later, Marine Agent Tweed said he assumed “seasonal” referred to “when the weather is good.” THE COUNTY still has to determine guidelines on the amount of individual loans, interest rates that will be charged, and length of payback period. County freeholders will make the final determinations. The county already has a half-dozen preliminary applications for funding. Inquiries should go to the Economic Development Commission which is located at the airport industrial park. The county is hoping to accept formal applications in about three months and be able to award loans in about five months. Smith said.

"Every year we try to get someone different.” Last year, she added. Sen. Walter “MooSe” Foran of Flemington was tapped by the governor’s staff to fill the important role and rather large red suit. Asked why -Matalucci was selected over the other contenders to fill the state suit this year, Francis laughed. “He fit,” she replied.
