OUR CONDOLENCES to Mayor Peggie Bieberbach on the loss of her husband, Royce W Fulcher,. 51. He was killed in a Dec. 28 boating mishap off his, hometown. Hatteras, N.C. The former Lower resi* dent had recently started a fishing business, the mayor explained. He and a 21-year-old crewman were returning from a fishing trip with a full catch when their boat grounded on an inlet sandbar and foundered in heavy seas. Rescuers.were able to save Royce’s crewman, but could not find the mayor's husbapd in time.

Royce retired to North Cape May in 1973 after 25 years service with the U.S. Coast Guard, including tours -in Korea and Vietnam; he was a chief warrant officer. Before returning to Hatteras. he worked for several years in the package goods section of the Bay shore Lounge in North Cape May and previously operated a Villas fish market. He served as commander of the Town Bank Veterans of Foreign Wars’ post, as an officer in the local Rotary, member of the Moose, and as a Mason in North

A suspicious fire damaged the tavern Dec. 23. Its owner requested a third postponement while she decides if she’ll reopen the establishment, Township Clerk Claudia Kammer informed the committee, citing information from Township Solicitor Bruce Gorman. ‘ , * Bieberbach and FothergiU agreed with Clydesdale that a hearing should be held wbea the month delay, requested by the Whale House, expires. “Make it the first regular meeting in February,” Clydesdale suggested. Because the official holi-"' day for Lincoln’s birthday falls on Feb. 13, the usual meeting date, however, the first regular meeting next month will be held Feb. 15. FREEHOLDER Gerald M. Thornton, GOP municipal chairman, will review credentials of prospective candidates for township counci] before an 8 p.m. party meeting Mooday at the Villas Womens’ Republican Club on Bayshore Road. Republicans, seeking party support for their candidacies, should prepare a five-minute presentation and field questions from the audience, according to Patricia Koitsch, party spokeswoman. At least 10 people have expressed interest in running for the five new council seats, with Republican backing, Thornton confirmed Friday. He declined, however, to release the names of potential candidates. Samuel M. Stubbs, GOP District 8 committeeman from North Cape May, was the only announced candidate for council last week. Bieberbach’s opponent in the close November race for township committee, Stubbs said even before the election that he would run for a council seat if voters approved a change in township government from the three-member committee to a council-manager system. Voters favored the change by a 2-1 margin. Elections for two at-large and three ward councilmembers will be held May 8; they will officially replace township committee members in July.

They are available at Township Hall Bayshore Road, Villas, for $4.20 per neutered or spayed pets; $7.20 for unaltered animals. Onwers must present proof of altering and of rabbies shots when applying.
