Co. Health Dept. Tops Standards
COURT HOUSE - The County Health Department, certified last year by the State Health Department, after a two-year audit, as being in compliance with minimum standards for local boards of health, has continued to go b,e y o n d r t h o s e minim urns. The Division of Physical Therapy,‘the first such unit in the state ever instituted by a county health .department, serves patients on an out-patient basis. The division now has two physical therapists, a therapist assistant and an aide to serve patients suffering Trom CVA (stroke), arthritis, peripheral nerve injury, and fractures, plus parapelgics and amputees. THE HEALTH Education Program pioneered by the department in 1976 has been expanded. In 1962, the Cape May County Council on Physical Fitness was formed. * In 1963, the program received a grant from the State .Health Department to promote the “Wellness Concept" through the Health Education Risk Reduction Program Under this grant some 500 persons have already engaged in a life-style evaluation called “The Health Risk Appraisal”. Since last year, a Special Child Health Service program to provide quality
evaluation and treatment services to all handicapped or potentially handicapped children is in {dace. This program, under the Nursing Division, replaces the Crippled Children program. THE NURSING Division is also responsible for maternal and child health and chronic illness. In the area of maternal and child health, the division oversees the Child Health Conference, which provides child health care, examination of infants and pre-school children, proper referral and information and guidance on physical and mental development of infants and younger children. In the area of chronic il-, Iness the department meets the required standards in the Core Activities of cancer detection, diabetes control, and heart and circulatory disease services. The department schedules diabetes/lipi^s screening, hypertension screening and education, and diabetes education. Out-reach centers for hypertension and diabetes screening and education have been developed in Wildwood and Ocean City. THE PUBLIC Health Nursing Services of the depaftment provide, through the Division of Community Nursing Services, a' broad spectrum of community health nursing activities. Through this division of the Public Health Nurse Director assesses, plans, implements and evaluates public health nursing services in accordance with
community health needs. The Division of Environmental Health is, responsible for providing consumer and environmental health services. Environmental health activities include the cooperative Coastal Monitoring Program (bathing area pollution control), ground water supply monitoring (drinking water quality), as well as air pollution, noise pollution, and solid waste disposal control. The laboratory services became a separate entity in 1971 With the establishment of the Water Quality laboratory. In 1975 that program was broadened to include a chemical laboratory in addition to the bacteriological laboratory. The services of these laboratories include examination of potable and untreated surface water and. recreational waters from bathing areas. THE DIVISION of Laboratories expanded further In 1977 when the outpatient clinical laboratory came into existence. This laboratory performs tests required by the Family Planning and VD program. Administratively, the Health Department functions under the auspices of the Board of Freeholders. It is set up under a Public Health Coordinator system with the Health Officer at . the head and the county ■* department acting as the agent for the local boards of health. The Health Coordinator (Health Officer) is advised by a Public Health 4 Advisory Board composed of local physicians, government and,civic leaders.
