VILLAS - Lower Township officials and tbe owners of mobile home parks announced Friday that they had successfully completed an initial meeting concerning the propose4 Municipal Service Fee for manufactured homes. The participants issued the following joint statement: “All parties ... understand that this fee is required by state law, aqd that the township has no choice but to implement the fee. The township has requested input from the part owners concernihg the manner in whigh this fee should be stnictured and the part owners have agreed to meet and come up with recommendations' concerning the structuring of the Municipal Service Fee.” "Both sides havi expressed a strong willingness to wort with each other to achieve a fee which is fair to both the ’-esidents of the Mobile Home Parks and to the taxpayers of Lower Township as a whole," according to the statement. “The township and the park owners wish to assure the residents of the mobile home parts that no dollar amount has been fixed for the 1984 Municipal Service Fee. Certain dollar figures have been mentioned in the newspapers. These dollar figures are estimates only, and will be changed in accordance with the fee to be structured and agreed upon by the Township and the Park owners. The Ordinance that will come up for passage on March 26th sets a general framework only and will likewise be subject to amendment," the statement continues. Township Treasurer Wade Cooper said: "I think this was a very productive meeting. However, it is only the first step in a complex process to arrive at a fair and reasonable fee. Fortunately, the ordinance calls for the fee to be struck sometime in late May or early June sowe have plenty of time to finish the wort ahead ” Solicitor Bruce Gorman said: “The proposed or-

dinance is based upon Assembly Bill 3600. I can honestly say this Assembly Bill is one of the most ambiguous and contradictory pieces of legislation I have ever had the misfoftune to deal with.

"Achieving order out of the chaos created by this bill will not be easy, and the assistance of the people involved is badly needed. 1 am glad that everyone is willing to work together on this project,” he added.
