SWAINTON — County Planning Board members authorized planning director Elwood Jarmer last week to refuse site and subdivision plans for proposed developments in county jurisdiction within one mile of a toxic waste dump off Siegtown Road here. Jarmer proposed the precaution to prevent building where underground water has been contaminated by chemicals that spilled from some of the 200 drums illegally dumped at the site more than four years ago. A state cleanup is tentatively scheduled for 1387.

SEA ISLE CITY - Local Police will back up lifeguards and beach inspectors this summer with a special six-person squad to enforce ordinances that prohibit dogs, alcoholic beverages, and ball playing, according to Chief Carl Gansert. Fines could go as high as $200, he said.

WILDWOOD — Superior Court Judge Philip Gruccio dismissed the city’s suit against its zoning board for granting James Johnson a variance to reconstruct the Lobster Shack without floodproof construction. Mayor Earl pstrander had said he feared the variance would jeopardize the city’s federal flood insurance program.

COURT HOUSE - County freeholders are expected to.decide April 24 which of seven candidates will fill a $5,000-a-year vacancy on the county Municipal Utilities Authority. The appointment requires full financial disclosure and freeholders interviewed the following candidates last week: former Wildwood Commissioner Wilbur Ostrander, Wildwood Councilman Edward Herman, Wildwood fireman Larry Lillo, Stone Harbor Councilman Herbert VandePol, former teacher Bridget O’Conner, Local 1983 business manager Sam Kelly, and Robert Manifold, a retired corporate publicist.

NORTJi WILDWOOD - State officials reportedly indicated they’ll okay plans for a $2-million commercial pier at 22nd Avenue if the developer will include a bandstand, shelter, benches, restrooms and other “public use” facilities.

Fee in Flux

VILLAS — Lower Township Committee adopted Ordinance 84-10 Monday night, laying the legal groundwork for — but not actually setting — rate increases for owners of manufactured homes in mobile home parks. Although township officials had estimated a municipal service fee hike from $4 to $27, the actual figure will not be established until after meetings between park owners and officials and, perhaps, after a public hearing on the question

CAPE MAY - This city failed to negotiate in good faith with the owners of 10 beachfront properties before it acted to acquire them by eminent domain in 1982, Superior Court Judge John Callinan has ruled. In his written opinion last week, he noted that the city cited outdated appraisals, used bargaining tactics with sinister, negative implications, and did not disclose the existence of higher property appraisals. If the city still wants the turf, it can either appeal Callinan's ruling or start the process over.

CAPE MAY — Five men applied for nominating petitions in the May 8 city council election, but only the three incumbents filed them before Thursday's deadline so Mayor Arthur Blomkvesl. Councilmen Adrian Capehart and Harry A. Gilbert stand unopposed for their four year seats. The candidates, however, plan to proceed with April 8 and May 5 fund-raisers.

VILLAS — With a series of resolutions Monday night. Lower Township Committee appointed First Ward council candidate Joseph Ward to the township Recreation Commission, Jim James to replace Mayor Peggie Bieberbach on the township Incinerator Authority, Harold Ayers to replace Dolores Lindholm on the township Municipal Utilities Authority (a $100 a month post), and Harry Weimar to the Solid- Waste Advisory Council.

AVALON — Resort residents will pay 33 cents in local purpose tax for every $100 of assessed value or $330 a year on a property valued at $100,000, according to the $4,646,679 budget adopted by borough council last week. The total increased from last year by $316,679 mainly because of projected hikes in group insurance and landfill tipping fees.

COURT HOUSE - The 154 Supply and Services Battalion Organizational Maintenance Shop here has been selected as one of the three best organizational maintenance shops in the total United States National Guard. The organizational maintenance shop, or OMS, provides backup maintenance to three New Jersey Army National

Guard units: Headquarters and Headquarters Detachment, 154 S & S Bn, and the 253rd Transportation Co., Court House, and the 144th Supply Company in Hammonton. It is staffed by five full-time maintenance personnel supervised by CW2 Robert Rossi from Vineland. The selection of the OMS was part of an annua! competition for the Chief of

Staff, Army Award for Maintenance Excellence and started with its designation as the best OMS of the 24 supporting the New Jersey Army National Guard. Across the nation there are over 1,000 QMS's.
