For a municipality to be eligible for the hew ton for - ton credit program it would • be required to establish formally a multi-matenal . source separation and recycling progTam. including the passage of an anti-scavenger ordinance for any curbside collection programs, provide theequipment, manpower and §ites to carry out the plan: participate in a community wide public education and information effort to expand active citizen
participation.
Also, to create a community effort to expand ac-. live citizen participation: create a community wide Recycling Advisory Committee to encourage and support the program; appoint a permanent Community Recy cling Coordinator: and deli\££or arrange delivery of all^ recyclable materials to the
authority's recycling center or "a designated drop-off point. The MUA ton-for-ton offeggs extended to all partiCpating communities during-the first two years of the proposed five-year program. Beginning.in the third year, municipalities would be required to reduce the solid waste going into the landfill by 8 percent or more through recy cling to qualify for the ton-for-ton credit. IN THE FOURTH year, the requirement would increase Lo 10 percent or. more and in tfie fifth year, a 12 percent or more reduction by recycling would be necessary. The ton-for-ton credit program is based on each municipality's recycling mixed paper, metals, and glass containers. All three' materials must be recycled in order to be eligible to receive the full ton-for-ton recycling Credit The MUA is asking all county communities to act on the new recycling resolution. by April 30 'If. this resolution is adopted by at least six communities, containing more than 33-1/3 percent of the county's resident population, the MUA will move forward immediately to implement its plans to provide a qbunty-wide recycling facility, guaranteed long-term markets: and the recycling credit program." the letter slates.
