DESPITE THE "nightmare" of redisricting following passage of the November change in government referendum. Lower Township's regular Republican organization will field a full slate of 44 candidates for the county GOP executive committee during the June 5 primary. Freeholder Gerald M. Thornton, township Republican leader, reports. Those candidates are listed with the Cape May County Regular Republican Organization. But two supporters of Sheriff Beech N. Fox will appear on the GOPprimary ballot as the Regular Republican Organization candidates from First Ward District Two of Villas., They are Nicholas A. and Doris M. Raspa. Fox is fighting for reelection to his sixth term and to j be listed as the regular Republican candidate despite his ousting last month from the county Regular Republican Organization after he successfully challenged the party system for selecting primary candidates. He's running with freeholder candidates Charles D. Reeves, a Cape May Point commissioner standing for reelection May 8, and Dorothy R. Armand of Petersburg, an Upper Township school board member. Their slate opposes that of Thornton, who's running for his third full term ; West wildwood Mayor Herbert Frederick, who's running for the freeholder seat being vacated by Freeholder Director Anthony T. Catanoso, North Wildwood mayor: and Ocean City Patrolman James Plousis, Fox's challenger. # County Democrats are running Lower Township ' Mayor Peggie Bieberbach I and "Green Creek I businessman Rodney I Downs for the freeholder I seats. Downs presented themselves to 100 of the Democratic faithful Friday during a $125-a-couple fundraiser at Garrity's-w the Townsends Inlet section of Sea Isle City. ALL THREE at-large council candidates were asked their views on qualifications and salary for a council-appointed township manager in last week's edition, but a typographical errof made it look as though Joseph Davis of the Common Sense Coalition had nothing to say while his opponent. Jack" Cummings of New ■ Candidates for New Government, did the talking for Davis. The issue and their comments should have appeared as follows. QUALIFICATIONS and annual salary for the council-appointed township manager: Cummings — The manager "definitely. . .should be from out of the area but preferably from New Jersey so he'll be familar with the laws." He's looking for an applicant with a bachelor's degree and five years' experience and a salary not to exceed 40,000 a year. Davis — "he (the manager) should have at least three to five years' experience as a manager. . "or five years'experience as an assistant manager. He'd be willing to pay the manager a starting salary of $40,000-$45,000 a year. He said that, while a master's degree is ""a plus," he thinks the emphasis on it "is overdone." The manager, though.

should have a bachelor's degree in business or government, he said. DAVIS AND his third Ward running mate, Donald Embs, ran unsuccessfully in a 12-candidate race for the Charter Commission in 1982 The commission recommended that township voters approve a change in government from the present three-

member committee to a five-member council system. They did 2-1 / Davis' other oppontentp Phyllis Genovese of the Non-partisan change Team, was elected to the commission and served as its secretary.
