Rule Change Seen On Party Boats

The U.S. Coast Guard has proposed cKnages in its regulations that will affect the licensing of charter boat operators. "While the new regulations would relax restric-

tions on holdrrs of current licenses, Ok regulations would make getting a new license more difficult," says T. Bran.ley Houston, president of Houston Marine Consultants.

Ocean operators are also tested on plotting and Loran. Once the new regulations go into effect, a first-time applicant will«also be tested on boat handling, meteorology, electronics, medical emergencies, marine sanitation, safety equipment required by law and practical signaling by flashing light. Currently most motor * boat operators and ocean/inland operators are limited to specific coastal waters and distances offshore. With the rule change, these restrictions would be eliminated and replaced with a "near coastal waters" endorsement, which includes coastal waters as far as 200 miles offshore anywhere in the world. "Mariners who upgrade their licenses now can take advantage of the new regulations," Houston states. "For example, a motorboat operator who upgrades his license now to ocean operator can get the benefits of an increase in tonnage when the new regulations take effect."
