SS Numbers Are Used Many Ways *

By DEL BROOKS Since 1936 when the first Social Security number was assigned almost 300 million have been issued and about five million additional numbers are issued each year. that comprise the Social Security number (000-00-0000) provide approximately one billion possible combinations. Until 1972, the first three digits of the Social iSecurity number identified the local office that issued it. Since . then the numbers have been assigned from the headquarters complex in Baltimore, Md. Now the first three digits denote the state of the mailing address used on the initial application; the remaining six digits have no special meaning. TODAY THE Social Security number is being used for purposes that were not even considered when the Social Security Act became law. However, the need for a common identifier caused *it to be adopted by other governmental and nongovernmental agencies. The Internal Revenue Service began using the Social Security number for taxpayer identifiction in

1961. Its lead was followed by the military, the Treasury Department, and other agencies that administered programs sup-, ported by Federal funds. States and their local subdivisions are permitted to use the Social Security number to administer any tax, public assistance,4 driver's license, or
