' Basics ForSS Remain

By DEL BROOKS Despite many changes in ' the law since its enactment, certain basic principles of the Social Security program have remained unchanged. The first such principle is that the eligibility for, and the amount of, monthly cash payments are related to an individual's earnings in Social Security-covered employment. In general, the more a person earns while working on a job for which Social Security taxes are paid, the higher his or her benefits will be. An important feature of these benefits is the absence of a .needs test — that is, applicants for benefits ck> not have to show financial need in order to get monthly payments. As a result, during their working years people can build their financial security in the form of savings, pensions, individual retirement accounts, investments, and the like without being penalized when they apply for benefits. At the same time the program incorporates social objectives, so that benefits are weighted in favor of lower paid workers. This means that lower paid workers receive relatively higher benefits in relation to their previous earnings, and higher paid workers receive relatively lower benefits. In addition, dependents and survivors of workers receive benefits even though workers with families are not required to pay higher Social Security taxes. The rules of eligibility and the amount of the monthly payment are clearly speUed out in law, and a person who meets them I must be paid.
