Big Users Need Certificates

COURT HOUSE - As a result of the New Jersey Water Supply Management Act passed in 1981 and the ensuing regulations which became effective on April 1 this year, all persons using surface or groundwater for agricultural or horticultural use in excess of 100,000 gallons per day are required to obtain a Water Use Certification from their county agricultural agents County agricultural

agents in the various counties are required by the legislation to process and issue five year Water Use Certifications if the applications meet all the necessary terms and conditons required in the State Water Use Regulations John N MacLeod, Senior County Agricultural Agent with the Cape May County Extension Service, said application forms and the guidelines for completing the applications have been

sent to known agricultural and horticultrual irrigators in the county However, he indicated that there may be some agricultural water users who have recently installed irrigation or other water uses which exceed the minimum use requirements, and therefore, should file an afiplication MACLEOD STRESSED that small users of water, less than 100,000 gallons a day, are not required to obtain a State Water Use Cer tification Permit. Generally speakihg, if a person irrigated an average of two acres per day in the peak month of use there would be sufficient water use to obtain the needed permit In drought periods dur , ing the summer months each acre of crops may require as much as 50,000 gallons of irrigation water per week to maintain optimum plant growth and quality Those persons who are not sure of their situation may call the County Extension Service Office and either of the two County Agricultural Agents. John N. MacLeod or Larry E. New bold, will be glad to consult with them and guide them according to their situation. ALL APPROVED agricultural and horticultural Water Use Certifications are recorded with the Bureau of Water Allocation, Division of Water Resources, NJDEP, and also filed in the County Agricultural Agent's Office. All agricultural and horticultural water users with approved certifications will be required to maintain a record of water use during the calendar year and report that use at the end of the year to the County Agricultural Agent on forms provided by the New Jersey Division of Water Resources The County Agricultural Agents urge that agricultural and horticultural water users process their applications for Water Use Certification as soon as possible before the busy summer season. They emphasized that this Water Use Certification is only for farmers and other horticultural water users Other water use in the state such as industrial, municipal water use, golf courses, etc., must obtain water use approvals from the Division of Water Resources.
