|? Chinnici Pushing ll S. Jersey Funds

TRENTON - Assemblyman Joseph W. Chinnici has called for bipartisan support by southern New Jersey legislators for a budget / resolution that would chan- / nel casino reinvestment /A funds into the state's eight If) southernmost counties. U "It would be absolutely I clear to the southern I legislators that the eight j counties that most need I revitalization are the ones that have few other outside / sources of dedicated fun- / t ding and should be the sole beneficiaries of casino >m\ reinvestment monies." IB] said Assemblyman Chinv nici (R-Cape May, / Cumberland) j Chinnici submitted the j resolution to the /] Democratic-controlled i Joint Appropriations Com- \ mittee May 23. The com mittee is scheduled to vote / tomorrow on appropriaI tions resolutions for the j fiscal year to begin July 1. J THE RESOLUTION reft quires the expenditure of U all casmo reinvestment j \ J funds, now expected to be Ml about $1.28 billion over the j ! next 20 years, in the ' southern New Jersey counSties of Cape May, Cumberland, Burlington. Ocean, Gloucester, ^Camden, Salem and Atlantic "These eight counties have most felt the impact of legalized casino gambling, but in many instances have little to show for it," Chinnici said. "Dedicating the casino reinvestment funds to the southern counties is something that should be readily apparent as the right thing to do " Chinnici said that he was seeking support for the resolution from the four V other Joint Appropriations

Committee members from southern New Jersey counties, who are all Democrats, A bill now stalled in the Assembly Committee process, A-688. earmarked the casino reinvestment fund to the southern part of the state. It was released by the Assembly Independent Authorities and Commissions Committee May 7, and sent by Assembly Speaker Alan J. Karcher to the Revenue, Finance and ^Appropriating Committee. "IT IS BEING delayed in the Revenue. Finance and Appropriations Committee because Speaker Karcher ■ objects to allocating all the money to southern counties for revitalizaiton," Chinnici said. "He wants to split millions of dollars from the pool that should go to southern counties and funnel money into projects in the northern counties " "The northern counties have not felt the strain on housing availability or local services such a^ sewer and transportaitort, as a development of noncasino enterprises that was triggered by the advent of casino gambling," Chinnici continued. "Dedicating this casino reinvestment fund to southern New Jersey is supported by Governor Kean, who has said he would consider; vetoing the casino reinvestment tax bill that does not channel funds into southern counties."
