To Extend Sales Tax Exemptions

TRENTON - Two Republican bills designed to exempt necessary personal health care products from the state sales tax have been released from the Assembly Revenue. Finance and Appropriations Committee. The measures (A-1T54. Chinnici/Hardwick. and A-1241^Weidel) extend current sales tax exemptions to cover gauze bandages, personal hygiene items, paper products used for personal health purposes and certain diabetes tests. "One item which clearly belongs on the list of exempted products is the non adhesive bandage." said Assemblyman Joseph Chinnici. R-Cape May. Ciftnberlahd. "The particular uses of these bandages to relieve the effects of prolonged confinement to bed are essential to the health care process and deserve this exemption." "The Legislature voted early in 1983 to exempt certain personal health care

items and^japer products from the sales tax to lighten the burden of low income persons who must purchase these products as part of their everday lives." said Assemblyman Chuck HatHwick. R-Union. "The list of items exempted. however, failed to make a^clear distinction between certain types of products which were intended to be part of the exemption." Hardwick said "This bill will eliminate the kind of hair splitting in the current regulations, which exempts shampoo from the sales tax. but not hair conditioners and rinses. Other items used for personal hygiene, such as toothpaste and dental floss, will also be ted." tests, such as "Acetest" and "Clinitest" from the sales tax "These tests are an essential part of treatment for thousands of diabetics in New Jersey, and sales tax exemption is in keeping with 'he overall legislative philosophy against taxing essential health products. " Weidel said. A third bill, which exempts pregnancy tests and contraceptives from the sales tax. was also released by the committee. This bill duplicates provisions of the Hardwick proposal, however.
