Avalon Seeks Funds For Three Projects

i AVALON — Borough Admin'strator Andrew Bednarek has submitted three capitol improvement projects to A H. (Rick) Childs. ' executive director of the county Airport & Industrial Commission. . Childs has been asked to present the projects at the annual meeting of the South Jersey Development District to obtain priority status for federal/state funding. The first project is the proposed expansion and . renovation of Avalon's public safety building, 30th I and Dune Drive. As part of I the overall plan, it is pro- / posed to upgrade the comI munication network to in- | elude all city services reI quiring communications. I The expansion would include public works, beach patrol, construction office ' and sewer and water department. STRESSED IN THIS re quest is the fact that, Avalon's winter population has more than doubled and i the seasonal population has | increased approximately 25 percent in the last 13 years. Likewise, crime has nearly doubled, necessitating the addi tional police, bringing the force to 23 members. As a result, overcrowding exists in the exhisting facility An anticipated 1.500-square-foot addition would include three cells, a juvenile detention area, the new and expanded communication system, expansion of The dispatcher and emergency management areas, as well as administrative office space, locker rooms, exercise room and bathroom Addi tional parking spaces, a drive through carport and landscaping are also planned. The anticipated cost $290,000 00. The second proposal is to relocate the fire depart ment. Avalon Volunteer Fire Department had been in a wing adjacent to the Borough Municipal Hall since 1963 The building that houses the fire com pany is in immediate need of renovation and expansion for storage of mechanical apparatus, portable equipment, for training personnel and as for office and record keeping purposes In addition, space is needed for routine vehicle repairs and mechanical equipment BESIDES T II E REPAIRS needed to the present structure, it is in a I flood-prone area and ex periences severe flooding from high tTd&s Tntf heavy rains It has been proposed ■~1o more the fire company rr —

next to the Public Safety Building. That site is a higher elevation The relocation would include a 6,700-square-foot addition to the main public safety building with five bays for vehicles and equipment, a training and meeting area, a restroom. lockers, and offices at a total cost of $675,000.00. CONCEPTUAL develop ment of Main Street < Dune Drive) is the third project that has been approved by Borough Council and presented by the Avalon Planning Board following a study by John S. Sabatino Associates. The first phase will be a traffic count, conducted this summer for $13,500. It is seen as the first step in upgrading the traffic plan and control. The developmental plan is ex-

pected to enhance the business area, improve parking, provide greater safety for pedestrians, joggers and cyclists, and to further beautify the borough. The greatest expense in this project would be the traffic control system (traffic lights) — at a cost of $352,000 — if it were found that 16 lights were needed at $22,000 each. That might not be necessary. The total estimate (including 16 traffic light and traffic count) for Die Main Street (Dune Drive) improvement would be $476,060. Bednarek is hopeful that the South Jersey Development District will recommend Avalon for project funding from the federal and state government.
