D C. - Legislation touted by President Reagan as a bill to .'help eliminate a threat to the liy^s of America's sheriffs and police gfficers." may in reality affect less than one percent of the available armor piercing ammunition, according to administration officials' testimony. During questioning by Crime Subcommittee Chairman Bill Hughes 'D NJ 1 at a hearing on the ad ministration's armor piercing ammunition legisla tion. a Treasury official also conceded that/it would be " easy to circumvent the definition of armor piercing ammunition set forth in its proposal "There is a tremendous amount of momentum behind the administra lion's bill because it has been portrayed as a bill to provide protection of the law enforcement community Yet. that portrayal is simply inaccurate.'' Hughes said •Shis KIM. has been I represented as a com j promise measure so designed to garner broad support However, I was surprised and disappointed to learn that the coverage of the bill is even more limited than we had originally suspected."' Huges said Hughes pointed out that the administration's proposal only codifies what the ammunition distribution industry has already voluntarily agreed not to distribute to the general public "This bill does not address possession or sale of armor piercing ammuni tion. This bill, as drafted, might not even ban the KTW bullets which all agree are armor piercing. V ✓ ■
