, Bill Provides Aid For Cop6 1/ V •
J TRENTOfyAssemblyman Guy F Mull zi,ani. R-Cape May Cumberland Counties, introduced A-2321. June 28. an act concerning state aid to certain municipalities for special policemen His bill. A-2321. provides for state assistance to seaside resort municipalities in employ ing special policemen during the tourist season. It is intended to address the particular law enforcement needs arising in these municipalities during that season, when their populations increase dramatically. Muziani said. THE SEASIDE resort municipalities of this state serve the vital purpose of providing recreational opl porkmities fo the citizens of ' thi^-ktate and many other jurisdictions, and constitute the cornerstone of the state's tourist industry, thus providi% employment for thousands of N'e\y Jersey residents and con| tributing heavily to Sta^e Sales Tax. Liquor Tax. Gas • Tax. and income tax collections. Muziani said While the vast majority of the law violations recorded in seaside resorts are nonviolent in nature, substantial law enforce ment services are required to deal with these viola tions. and to protect the property and ensure the tranquility of tourists and othpr seasonal visitors. Muziani said. [BE (WISE OF the seasonal nature of the I populations of seaside resorts, a great number of necessary law enforcement services must be provided by the short term employment ot special policemen, at considerable municipal expense, to augment their regular police forces, he went on Present state statutes provide funding to municipalities under the Safe and Clean Act for Public Safety purposes To qualify a municipality must meet certain perma nent population quotas Seaside resorts never qualify because there is no consideration given in the qualifying formula for the substantial increase in seasonal population, necessitating the need lor
additional summer policemen, the assemblyman declared THE BILL appropriates Sl.ooo.uoo.oo for matching grants to qualifying resort municipalities, to assist those municipalities in employing special policemen. • Qualifying municipality meaps^ municipality which: borders upon the Atlantic Ocean and is a seaside or summer resort: has a population of less than 40.000. according to t the latest federal decennial
cencus; hasher Icrime rate per 1.000 population, as indicated by the most recent statistic^ reported, which exceeds the statewide average: based on permanent population only: and does not now receive state aid. A qualifying municipality would be eligible for matching funds in an amount necessary to assist the municipality' in hiring for 16 weeks, a number of special policemen equal to 4the number of full-time policemen it employs
