North Philadelphia. Utica. N.Y., and Parkersburg. W. Va When the tower is not in operation - midnight to 8 a.m. — the Unicom communications system is in effect, the FAA said.,This system operates by pilots' using the same radio channel to inform other pilots of their position in the airport traffic pattern
