1 In this time of great concern about the environment of our county and how that environment impacts upon the public health of our citizens. I would like to familiarize you with the workings of the Cape May County Health Department s Division of Laboratories The Division of Laboratories consists of a Water Quality Laboratory and a Clinical Laboratory, both of which are fully certified by the appropriate agencies of the State of New Jersey. In the historical development of the laboratory program, at the Health Department, the Water Laboratory preceded the Clinical Laboratory. THE W A t E R Laboratory began operation in 1973 as part of the Cooperative Coastal Monitoring Program. It expanded into detailed bacteriological studies in 1974 and with the addition of a Chemistry Laboratory became a fully established program in 1975. A cooperative program between the New Jersey Department of Environmental Protection. Division of Water Resources, and the Cape May County Health Department, the program entailed bacterilogical monitoring of the various coastal waters of the county. With the extensive recreational use of county waters and the dependence of the shellfish and fishing industries on clean water, it seemed logical that the place to begin the program was with the monitoring of the Ocean, the Bay and fresh water lake bathing beaches. AS PART OF the Coastal Waters Monitoring Program. the sewage treatment plants which outfall into the bay and/or ocean are also monitored on a regular basis. In addition to the Coastal Monitoring Program, the Water Laboratory performs both the chemical and bacterilogical tests necessary to the monitoring of pollution from nonpoint sources In Cape May County "non-pqint" sources of pollution occur from such diverse activities as agriculture, (nutrients ll
from fertilizers) bacteria from animal waste, pesticides, construction, (soil erosion), and urban run-off. WHILE MOST people have some concern about the conditions of the recreational water, everyone needs to be certain that his drinking water meets both health and aesthetic standards. For this reason, the water laboratory does bacteriological and chemical testing. The bacteriological testing checks for the presence of coliform, which is an indicator of possible contamination. ""^flrrent chemical testing done on potable (drinking) water include: Ph. corrosiveness, iron, cooper, hardness, chloride, sulfate, detergents, and nitrates. For the past 10 years, the department has tested private wells on request from the public. Requests for water tests on private well is limited to bacteriological testing, unless a request is made for a specific chemical test based on the information given to us by the person requesting a water analvsis. THERE IS a $10.00 fee for a bacteriological test and the cost of a chemical analysis will depend upon the tests required. In either case, the final decision as to which parameters are finally tested is made by a N.J. licensed professional Sanitary Inspector. This method prevents needless expenditure of the property owner's money. Information collected as a result of water testing provides valuable information for future planning and programs. It provides the data base for trends in groundwater — possible salt, water intrusion, for example. As our country continues to grow and the county's responsibilities, under the Environmental Health Afct multiply, the water laboratory must also expand its capabilities.
THE CLINICAL laboratory, operating since 1977, performs the tests required by the department 's clinical programs. In this way, we are able to serve the public in a more direct manner, often being able to get necessary test results much more quickly then if we had to send the lab work outside the department Programs served by the clinical laboratory include Child Health Conferences, Family Planning, Venereal Disease Clinic, Cancer Detection, and Diabetes and Hypertension Screening. Tests run by the clinical laboratory include Urinalysis, Hemoglobin, and Hemotocrit, GC. Rubella, Sickle Cell Anemia, Glucose. Cholesterol a Triglyderides. The Cape May Count) Health Department's Divi sion of Laboratories staff consists of a laboratory supervisor and four laboratory technicians whose specialties range from water analysis to clinical analysis and whose backgrounds include chemistry, biology, and medical technology. The Division of Laboratories represents the Cape May County Health Department's com mitment to the public health of the citizens of the county. Next Week's Tfapic Veneral Disease.
