One Firm Awarded Contracts

( | SWAINTON - The Cape &Iay County Municipal jjj'tilities Authority has awarded two ocean outfall construction contracts totaling $13.8 million to Atlantic Sea-Con Ltd.. Gloucester. Mass.. the lowest bid among five companies. The combined low bid by Atlantic Sea-Con for both the Wild wood /Lower and Seven Mile Beach Middle Region ocean outfalls was $5.2 million lower than the next bid. "We were naturally concerned about the ability of Atlantic Sea -Con to do the job. George Marinakis. MUA executive director, explained. •WHENEVER you have a bid submitted that is considerably lower than any other and the contractor is not well-known^ you must review and evaluate the financial, personnel, equipment. and experience aspects of the firm. The MUA's legal and engineering consultants report the low bidder has satisfied them in all respects." Marinakis said the fact that Atlantic Sea -Con exercised the option to bid both outfall projects together resulted in a $1 million saving for the authority. The successful low bid | for the Wild wood/ Lower .t outfall was $8,738.22! The £ Seven Mile/Middle outfall I will cost $5,077,854 TIIE OTHER four bids ■ ranged from $19 million to | $23 million and were submitted by Healy Tibbits. Misnor Marine. Atlantic | Mar/ne and American j Dredging \ .-ycording to a report submitted by Ricahrd f Dyne, project manager. CH2M Hill. Atlantic Sea i Con based its low bid on the following items the com i pany conducted a 2 1/2-day pre-bid survey of the ocean j outfall sites in early July

The survey consisted of soundings, jet probes, and a test trench; they will not build a trestle; they plan to pull the Seven Mile Beach Middle outfall into position and will also pull 'a portion of the Wildwood/Lower outfall nto position and lay the rest in 500 to 600 foot sections, they will use German steel-* which they estimate to be 8 percent less expensive' ATLANTIC Sea-Con is. a wholly owned subsidiary of Sea-Con Services, which is owned by CB1 Industries.
