WOO 4, publicity chairman for The Villas Civic Club, reports that the club will hold its regular monthly meeting 1 p.m. Saturday at the Joseph Milljnan Community Center, Bayshore Road, Miami Beach. The club's annual Christmas Bazaar will be held there from 9 a.m. until 4 p.m. Aug. 25. ENVIRONMENTAL commissioners and the Incinerator Authority are scheduled to meet next week in the conference room of Township Hall, 2600 Bayshore Road, Villas. The commissioners meet at 7:30 p.m. and the authority at 8. Commissioners are also slated for a 7:30 p.m. meeting Aug. 28. LOWER'S PLANNERS are supposed to meet in Township Hall tomorrow night at 7:30 in regular session, and for a work session the same time Aug. 23.
