Moving To Up Cape Funds ^

TRENTON- An amendment introduced by Assemblyman Guy F. Muziani would assure a larger share of state aid to counties such as Cape May for coping with solid waste problems The origiftal legislation. A-1778. Muziani said, provided new funding sources for the state and the solid ; waste management | districts for use in solid | waste management and | reducing resource recovery fees | The aid was to be | distributed to counties in | proportion to their popula: sj tion. Muziani objected to 5 such a method as unfair * and discriminatory, and suggested that population : estimates for counties be adjusted to reflect increases in population from May 15 to Sept 15 of each year Ml'ZLWI obtained the support of Assemblyman , Harry McEnroe, prime mover of the original bill, for the amendment It will require the Office of Demographic and Economic Analysis in the Department of Labor to determine adjusted popula tion estimates for counties

Cert^wl provisions must be included in the proposed contract concerning the allocation of risks between the vendor and the contracting unit in the event problems arise during the construction or operation of the resource recovery facility. The bill further provides for a resource recovery investment tax oifsoTiirWaste disposed at sanitary landfills to be /placed in a resource recovery investment furia in each solid waste district for later use in subsidizing the transition to resource recovery. THE TAX IS levied on the owner or operator of a sanitary landfill for all solid waste accepted from a district, at an initial rate
