Panel Gives I Approval WASHINGTON, DC. - A House crime panel has approved legislation, developed by Chairman Bill Hughes <D-NJ) and Kep. Mario Biaggi (D-NY), to protect the nation's, police officers against cop killer bullets designed to penetrate bullet resistant armor. The Crime Subcommit- - lee adopted strengthening f amendments to an administration proposal sent to the Congress in June. The proposal was hastily drawn in response to pressure from Hughes to ►move toward resolving the problem of cop killer bullets. For two years the administration had failed to present an alternative to an earlier proposal by Rep. Biaggi. which it opposed. "ALTHOUGH the need to resolve the cop killer bullet issue is clear cut. the solution is not. Eliminating armor piercing ammunition without banning legitimate ammunition used for sporting purposes in the process was just one of the hurdles we overcame in developing this legislation."' Hughes said. The Biaggi/Hughes bill incorporates the administration's proposal to codify existing agreements to ban manufacture, im portalion and criminal use ol armor piercing ammunition. but makes the following improvements. Controls the sale of armor-piercing arrimunition Directs the government to buy back armor piercing ammunition that poses the potential for misuse. *" CLOSES A loophole in the administration's definition ot armor -piercing ammunition which would make the law easy to circumvent. according to administration testimony at a Hughes' subcommittee hearing in June. Provides that manufacturers be notified of all am munition which would be illegal to manufacture, im port, or sell. Eliminates ambiguity by requiring that no ammunition be banned unless designated by the Secretary of Treasury as armor-piercing §9&
