Township manager James R. Stump told the audience during council's regular meeting last week that be plans to apply for two $150,000 Community Development Block Grants from HUD before the deadline this Friday. One grant would be used to rehabilitate homes, the other to improve township roads, sewers etc. he said. Census data revealed that Lower has a fair percentage of residents who would qualify for rehab money, Stump added, particularly seniors. If they borrow great money to fix up their homes, the seniors could pay it back at 3 percent interest and possibly defer repayments until the house is sold or its owners die, the manager noted. i ••• ••IN EXCESS OF $200,000" in road repairs are scheduled to begin this 9- fall with bids for the projects slated for opening yesterday, Stump said last week. He told council's audience he expects "to tell you which roads we're going to do" after the bids have been evaluated. STUMP ALSO reported last week that he expects to have a draft copy ready of the township's administrative code next week. He intends to present a financial analysisprojection during council's Sept. 17 meeting. "The public has shown us that it wants a new government that is costeffective," be said before council unanimouslyadopted Resolution 84-58A, accepting the results of township auditors. Their report will be summarized during the analysis. "I WANT TO KNOW what the township is going to do about tins," Eleanor "Marks of Seashore Road, Erma, told council last week. Sbe^nd neighbors complained that a local developer dumped debris on a nearby lot blocking drainage. Residents are worried about flooding, Marks said. She quoted a July 27 letter from county engineer Neil O. Clarke about the matter. He wrote: "I feel there most cert ainly will be a flooding problem with a heavy rainfall." Stump told Marks that he contracted Clarke and developer Thomas Brodesser about the complaints. Brodesser, the manager added, "claims there never was a (drainage) ditch" nor did he need a permit to dump on the 150-foot triangular lot he owns, the developer said he was told by the Cape-Atlantic soil Conservation District. Marks and neighbors attested, however, that a drainage ditch has run through theiotfbr upwards of 70 years. 1 Stump met snth Marks later last we«.
