AVALON — Borough officials are seeking the help of beachfront property owners in obtaining some $4 million from the state to implement planned beachfront improvements. An appeal and a sample _ letter for residents to send to legislators have been sent out by mayor Rachel
H. Sloan to owners\ of beachfront horned between 8th and 31st Streets. / PROJECTS sought, as outlined in the letter, are: Restoration and ex ten sion of the 8th Street jetty; extension of the seawall from 15th to 32nd Streets; replacement of beach and dunes from 8th to 32nd

Streets ; installation of sand fencing and dune grass, plantings from 8th to 32nd Streets; reconstruction of existing storm sewer outfall lines of 12th and 22nd Streets. Avalon has appropriated its share of these proje^s. according to Sloan, Wit needs the state shore protection funds to carry out the plans. THE BOROUGH council adopted a $2 million multipurpose shoreline protection ordinance Aug. 9 as collateral .to ensure response from the federal and state governments for funds. Such funds will be used to reduce the borough's financial obliga-x tions for the projected improvements. Property values in the area of "8th to 32nd Streets, from the beach to Avalon Avenue, are in excess of $160 million, approximately 20 percent of the total taxable property in the borough, officials point out. The problems affecting the north end of the island, say Sloanand Andrew Bednarek, business administrator, were caused by a change in the main tidal channel in Townsends inlet occurring after state dredging THIS DREDGING occurred in 1978 and 1984, when the state dredged the inlet £nd pumped sand onto Sea Isle City beaches, the officialssav. "SINCE THE tidal current was no longer directly in front of Avalon, the natural supply of sand to our beaches stopped," the sample letter says. "Even with continual beach and
dune maintenance performed by the Avalon Public Works Department and Environmental Commission to slow down this alarming loss of sand, this severe erosion effected a retreat of dune and beach area of 125 to 135 feet over the past three years. % "There can be little doubt that the new channel position has resulted in the shoreline rearrangement in Avalon. While these kinds of changes do occur naturally and would be part of a long term change affecting Avalon, this particular change of the tidal channel was caused by the State of New Jersey's action in the dredging project of 1978 and as recently as SAND EROSION from the oceanfront in Avalon between 1980 and June. 1983, amounted to 650,000 cubic yards, officials say. The local legislature delegation is supporting the action, say borough of- . ficials. They are seeking pressure on state officials who control the release of state funds. These are listed as : Carmen Orechio, Senate President, 800 Bloomfield Ave., Nutley, N.J. 07110. Lawrence S. Weis, Senate Appropriations Committee chairman, P.O.
