COURT HOUSE -Blaming state-mandated courts changes. cou.Jity freeholders last week okayed another $1,700 for design of the new courts facility. Architect Edwin Howell of Ocean City, retained last year to do a feasibility study of court needs, "into the next century," told the Freeholders his preliminary design would have to be "reevaluated." The reason, explained Freeholder James S. Kilpatrick Jr.. is that the state has gone from a halfdozen judicial departments to a three-team concept : criminal court, civil and general equity court-: and ^ family court. "It's obvious there will have to be some reallocation of space." said • Kilpatrick, "and some input from the users." "We have a budget." said Howell, "and no mat--ter what the requirements, this is what will be spent." . Originally, the cost of expanding court facilities in their present location was estimated at $2.5 million When the freeholders firsf proposed to do that, rather
than move to a new location at Crest Haven, the county bar association
sued, saying that would be inadequate. They later dropped the suit. T
