0 For the past several col1 umns, IJtave been discuss - M ing particular items of || public health that are imM portant to all of us. This week I would like to return to our discussion of the services of our County Health Department. In particular, I am going to discuss, the services of the Division of Environmental Health, which is responsible for providing consumer and environmental health services to county residents. Its activities include consumer protection and education programs; -disease control, food sanitation, and housing and campground inspection along with code enforcement. WITH THE enactment of the County Environmental Health Act passed by the state legislature in 1978, and as a result of the County Environmental Health Standards of Administrative Procedure and Performance, handed down by the New Jersey Department of Environmental Protection in September, 1980. existing County Health departments are authorized and required to provide certain environmental health services to those municipalities within their jurisdication. The mandated services primarily include the enforcement of state environmental health standards for eight specific program areas: Air Pollution, Noise Control, Hazardous Substance Control, Solid _ Waste, Laboratory Services, Potable Water SuppJ ly and Ground and Surface Water Pollution Control. | THE RESULT IS. in effect, a form of local autonomy. As the result of the new legislation, counties (within their own jurisdiction) now have the right andAor authority to enforce at I environmental health laws in New Jersey. Many of the services of the division of environmental .health that concern . code enforcement, food sanitation, and the like, have! been in place for many years and many of yopfas local residents, pel ^ owners, and business persons are famililar with the work of our Sanitary Inspectors and Public Health Investigators. Our rabies control program, for example, is familiar to most dog owners in the county. In the area of food sanitation. this division actually provides to, food handlers "a program to help them understand and carry out the proper techniques of food handling. HOWEVER, IT is with the eight major areas of the County's Environmental Health Act that the future work of this division will have its main thrust. > Indeed, I believe that we have a good head start on g some of the programs man- I dated by the County En- C vironmental Health Act. 5 All eight of the specific pro- J grams areas spelled out in t the act have had some f work carried out in them I by this division. prepared a work program to meet the County Environmental Health Standards. THE NEW JERSEY Department of Environmental Protection formally approved the Department's Environmental Health Work Plan Jan. 26. This approval obligated the department to carry
out the mandates withint he eight pFogram areas described in the act. The division's 11 inspectors and two environmental specialists, under the. direction of an vironmental program administrator, work full time to assure the citizens of Cape May County a pleasant and healthful environment.
