Forum to Discuss Health Care Costs

COURT HOUSE - An informal discussion of the options available in combatting the soaring costs of I health care will be sponsored by the County Library and the Domestic Policy Association 7 p.m. Thursday, Nov. 15. An issues booklet presen--j ting descriptions of the problems, outlining the choices and options, analyzing the benefits, consequences and trade-offs will be provided free to those who wish to participate at the library. TOUGH CHOICES are facing Congress on the future of Medicare — it can pump more money into the ailing program which provides health insurance for the elderly and handicapped or it can cut benefits and tighten eligibility requirements, say the sponsors. The Medicare issues, however, are only symptoms of something much larger, they say. Costs have soared throughout the health care system. Over the past twenty years, the price tag for health care services has risen far more rapidly than the rate of inflation — from about $40 billion a year in the mid-60's to more than $350 billion a year today, they report. Health insurance and government programs pay for 70 percent of all health - services and in an odd way the "third party" system that protects paJientsTrom large out of pocket cosT&jj/ also responsible for health care's soaring costs, experts say. But the public pays for these costs in less obvious ways — the,, average cost per yearns $2,000 per American adult. THE OPTIONS to halt

the spiral of health care costs include higher taxes, increasing deductibles in health insurance-coverage, making even impoverished Medicaid patients pay a small fee every time they visit a doctor or clinic, and encouraging competition between health care providers. The debate about health care costs is already underway. It involves many parties — hospital administrators, doctors, government officials and individuals. The measures being debated would help contain costs, or else raise funds, but they would also reduce the access some people have to medical services or make them pay for the services, observers say. At a time when the outcome is still uncertain, it is still uncertain, it is important that the public join the discussion, since the public's health, and financial health, are at stake, they state. THIS FORUM will take into account the national and local effects of the issues. William H. Waldron III, president of Burdette Tomlin Hospital, Anne Magee, representing Health Systems Council of Cape May County, and the moderator, Dorothy Kittner, assistant director of the County Library, will —-assist-ill the discussion. The forum is designed to provide a mechanism for Ihe-wcamination of issues /and an attempt to reach a consensus. It is planned as an effort to ease the heightened sense of frustration on compelx issues such as health care, national security, environmental concerns and unemployment.
