Muziani Supports Tax Compromise \
NORTH WILDWOOD - Assemblyman Guy F Mu ziahi (R-Cape May, Cumberland Counties ) , has announced he supports a committee substitute agreement to phase out the State's transfer inheritance tax in three steps over the next seven years. The bill (ACS-1831) was reported from the Assembly Revenue, Finance and Appropriations Committee Oct. 22 Muziani, who sponsored a bill in the Assembly call ing for the elimination of State Inheritance taxes on property passing to a surviving spouse (A-1697), said the more comprehen sive and rapid phaseout contained in the compromise measure "will provide relief to thousands of state residents who have long suffered from this unfair and damaging tax on the family, because it often results in economic hardship for survivors." ESPECIALLY in cases involving transfer of small businesses or farming operations, the amount of the tax can often mean the difference between the continued health or bankruptcy of the company or partnership. This proposal would exempt spouses from payment of the inheritance tax after July 1, 1986, and would exempt other members of the immediate family, such as children, parents, and stepchildren, after July 1, 1988 In addition, the bill would exempt the first $100,000 of estates transferred to brothers, sisters, daughters-in-laws sons-in-law after July 1 . 1989 and to all other family members and other persons after July 1, 1990 THE LEGISLATION would have no effect on the current state surplus, because revenue losses from a phaseout of this tax are built into the current budget, Muziani declared.
