Basic Phone Rate To Rise, Tolls Dip

will stay the same or drop even though local telephone companies, like New Jersey Bell, are changing their rates to price services closer to what it costs to provide wON AVERAGE. New Jersey Bell's 2.4 million residence customers pay $7.41 per month for basic service with unlimited local calling. TTiat's the lowest basic rate in the country. It costs the company about $18 a month to provide the service, Campanella said. In today's competitive telecommunications industry, he said, phone companies cannot continue to overprice toll calls to subsidize basic service. If they do, large businesses that make most of the toll calls each day will bypass New Jersey Bell's local network, leaving residence and single-line business customers to pay a larger share of the fixed costs of the network. BYPASS CAN be prevented, Campanella said, by pricing basic and other services to cost, eliminating short and long distance toll subsidies of basic service, and implementing charges to access the telephone network for residence and singleline phone customers. To help accomplish these goals, New Jersey Bell filed Aug. 1 this year with the New Jersey Board of Public Utilities (BPU) for
approval to raise the cost of basic service to an average $12.12 per month and to decrease total revenues from short distance toll calls by six percent. THE COMPANY has also asked the Federal Communications Commission (FCC) to approve a $2 per month access charge for residence and single-line business customers. A special FCC board recently recommended an access charge of $1 to be effective in June (1985). Campanella said he does not believe higher basic rates will force some customers to give up phone services because short and long distance rates will be going down and people will have service options available to help them control costs. New Jersey Bell has two lower-priced measured service options available today and it has three options proposed in I its current rate filing with the BPU.
