Surplus Use Urged To Close Landfills

SWAINTON - The county Municipal Utilities Authority (MUA), is urging I^ew Jersey Governor Thomas H. Kean to use funds from the state's reported $800 million surplus to pay for the closing of existing landfills statewide. In a letter to Kean, MUA Chairman William F.X. municipalities in which landfills are located to fund proper closure costs because many of these municipalities do not have sufficient funds, nor can they generate sufficient revenues to provide for adequate closure. "IMPOSING such costs on the county would likewise be unfair and inappropriate," Band stated. Band said there are 59 landfills statewide scheduled to close this year under NJDEP closure. rules fiat were issued iryJune, 1983. He said closure costs could average $4 million per landfill. V "In our opinW the only reasonable, 'sseptable alternative is Tor the closure cost to be paid by the State of New Jersey," Band wrote. "We believe it is inconsistent for the state to require new secure landfills to be constructed locally, without the state simultaneously planning and funding the proper closure of existing landfills when such closure is, in fact, also mandated by state law." THE MUA CHAIRMEN noted the state's present budget surplus may be the key to this dilemma. "It appears that the state is in a unique position to fund such a closure process without increasing taxes or disposal charges." The letter continued, "The utilization of the surplus funds for this purpose would be more than justified because it would accomplish both an environmental and a financial goal. It would preserve or improve the subterranean water quality and cure the omissions of the past when landfills were closed, but not environmentally secured." BAND SUGGESTED that the state grant the closure funds on the condition that the counties actually implement their mandated regional plans for solid waste disposal. Cape May County was » the pioneer governmental agency to address the responsibilities imposed by state law, according to Band. "It studied, planned,

financed, and built ""a regional secure sanitary landfill." With the opening of the new lined landfill facility, all existing landfills were ordered to close, but have not as yet been secured in an environmentally sound manner. They include landfills in Upper, Lower and Dennis Townships and Woodbine. # » ■A**'-***-*-**
