Rainwater Inflow a Factor MUA '85 Sewage Rates: OC Steady; Cape May Up

SWAINTON - Ocean City's sewage rates will increase four-tenths of one percent in 1985 while Cape May's will be hiked 18 percent, according to a news release from the county MUA (Municipal Utilities Authority). But Cape May Point and West Cape May will have 17 percent reductions in their rates, because of recorded flows lower than projected, according to George

Marinakis, executive director. Cape May's big jump was based on a 1984 wastewater volume of 498 million gallons, 70 percent higher in the off-season than anticipated, and 20 percent higher in the summer than projected, Marinakis said. The rates were adopted at the MUA's regular meeting Wednesday, Dec. 19.

A public hearing was held Dec. 17 on the proposed user rate charges for 1985. No objections to the proposed rates were voiced. In the four-year period from 1982 through 1985, the user rate in Ocean City has only varied 1.25 percent. FACILITIES in the Cape May Region began operating in February 1984. The projected user charges for that region by the CMCMUA show a 9.8 percent increase for 1984 through 1986. MUA Chief Engineer Charles Norkis said that rainwater inflow into the wastewater treatment system was a factor since the flow meters recorded noticeably higher flows during rainy periods. User charges in both the Ocean City and Cape May Regions will not increase in 1986 according to the 1985 Rate Setting Report. But in 1987 and 1988, when the two remaining regional wastewater systems, Seven Mile/Middle and Wildwoods/Lower, will be operating, and all MUA users will share in the costs, user charges for municipalities in the Ocean City and Cape May regions will be appreciably higher. THE ESTIMATED 1987 charges for the Ocean City Region are $3.5 million, compared with $2.4 million in 1985 and 1986. In the Cape May Region the charges increase in

Cape May City from $723,403 in 1985 and 1986 to an estimated $1 million in 1987. Norkis pointed out that the MUA wasable to avoid any rate increase attributable to the composting facility in Middle Township, which is expected to begin operation next month, by reducing the projected funds for replacement of equipment from $650,000 to $325,000. Since the replacement fund has grown and there have been no withdrawals in . three years, the authority feels the fund is sufficient at this time, Norkis said. THE PROJECTIONS call for Stone Harbor to pay $685,622 in 1987 and $630,442 in 1988; for Sea Isle City to pay $1,159,988 in 1987 and $1,068,109 in 1988; for Avalon to pay $1,062,664 in 1987 and $978,312 in 1988; for Crest Haven, Middle Township, to pay $122,606 in 1987 and $112,891 in 1988 and Florida Motor Court, Middle Township to pay $19,142 in 1988; for Middle Township Sewerage District No. 1 to pay $168,032 in 1987 and $154,077 in 1988. When the Wildwood/Lower system comes on line in 1988, the report said, Wild wood will pay $2,734,086, Wildwood Crest will pay $1,591,191. West Wildwood will pay $161,010 and North Wildwood will .pay $1,806,759.
