Lower Twp. Moves Legal Advertising - . - . > # - (# • '

By E. J. DUFFY VILLAS - North Wildwood's Gazette Leader lost Lower Township's legal advertisements last week to another weekly publication. Cape May's Star and Wave. Based on Township Manager James R. Stump's recommendation, Lower's councilmen unanimously adopted a resolution during

their reorganization meeting, renaming the Star and Wave as the official township newspaper. It had that designation and, therefore, the township legal ads, until July when council took office and replaced the Star and Wave with the Gazette Leader. Since then, Stump notified council, "the township has spent approximately $4,000 for legal ads in the Gazette Leader... A 42 percent reduction, by changing to the Star and Wave, would mean a saving of approximately $1,680 based on the cost for only six months." "ANOTHER POINT OF consideration is that the Cape May Star and Wave and The Press both have reporters present at almost all of the meetings while the Gazette does not," Stump added. (This paper regularly covers all Council sessions.) Comparing the advertising costs of the Star and Wave. The Atlantic City Press and the Gazette - Leader, Stump noted that the Star and Wave charges 24 cents a line for publishing, legal notices. The Gazette Leader charges 10 cents more while The Press bills at 90 cents a line, according to the manager's figures. In Lower, he continued, the Star and Wave's circula tion is about 1,600 copies, compared to the Gazette Leader (2,000) and The Press (4,000). The Lower Township Lantern distributes 5,500 free copies a week in the township — at

Township Hall, the Joseph Millman Center and various businesses. "As you can see," Stump told council, "the Gazette Leader is about 42 percent higher than the Cape May Star and Wave with relatively the same circulation, arid The Press is 275 percent (more in cost ) with about double the circulation. "As you are all aware, the legal section of a newspaper is not widely read," Stump continued, "so I do not feel that, although The Press has double the circulation of the others, the 275 percent increase in legal ads would be justified." \!Jewspapers, like the Ldrtern, that do not charge readers for copies, were apparently not considered by

Stump in his comparison because law requires municipalities to advertise legal notices in paid circulation publications. > / "...we're just trying to' contain costs," Stump ex-' plained when making his^ recommendation to council at last week's work session. "It's evident that the Cape May Star and Wave is the least expensive," replied Mayor Robert Fothergill, referring to the three publications cqjnpared by Stump. "Not only is it more economical — The Star and Wave — but we really haven't seen the Gazette Leader since the day (July 1) we were sworn in," complained Councilman Joseph Lonergen.
