Study: Single Plant, Landfill Site
SWAINTON - Citing estimated cost of construction of $18 million against $52 million for two plants, a study released recently to the county Municipal Utilities Authority favors construction of a single resource recovery, waste-to-energy facility at the county's new landfill site in Woodbine. The study, conducted during the past eight months by Roy F. Weston Co. and Sanders and Thomas, Inc., consultants for waste-to-en-ergy projects, indicated that a single 400 ton per day capacity facility at the landfill

The proposed plant will generate 400 to 500 million pounds of steam per year According to Marinakis the plant will also produce 6 to 8 megawatts of electric pow er, enough to satisfy the needs of 3,000 to 4,000 homes. EIGHT DIFFERENT sites were considered for the location of either a single 400-ton-per-day facility or two 200-ton facilities. They included the Cape May County Airport Industrial Park, Lower Township MUA Wastewater Treatment Plant, U.S. Coast Guard Base, Harbison Walker Plant in Lower Township near Cape May Point, Crest Haven Complex, CMCMUA landfill, CMCMUA transfer station in Middle Township, and a tract in Rio Grande west of Route 9 and north of Route
47 According to the study, the alternative of building two smaller plants would be more expensive than to construct a single larger one. IF THE authority favored the development of two plants, the favored sites are the landfill in the northern part of the county and either the MUA transfer station or the Rio Grande site in the southern part. Major disadvantages to (locating the proposed resource recovery operations in the far southern areas include limited accessibility to water, utilities, and energy markets as well as traffic disruptions, conflicts with the county airport clear zone and the requirement to construct a transfer station in the northern part of the county to ease costs of transporting solid waste. Roy F Weston Co., said additional obstacles to the use of the Harbison Walker site owned by Dresser Industries, Dallas, Tx., include the fact that the site is not currently for sale, and that the owner will determine after legal and environmental study the highest and best use for the site. The present view is that a multi-unit waterfront development is the likely use THE SELECTION of a site by the County MUA is expected within the next month, Ted O'Neill, solid waste manager, explained. "There is limited time to obtain the necessary finan-
cial commitments, environmental permits, and to design and build the facility," O'Neill commented. The New Jersey Pinelands Commission and the County Board of Chosen Freeholders have directed the authority to have a resource recovery plant operating before 1989. "It usually takes 3 1/2 to 4 years to site, design, and build a facility," O'Neill said, "and that includes 6 to 9 months to obtain the required environmental permits. We could spend the next 10 years searching for the perfect system but the plan presented here is a workable, efficient, reliable, and environmentally safe solution. "WE MUST avoid the potential groundwater impacts caused by the long term reliance on landfills for solid waste disposal. Our Solid Waste Management Plan directs it and the environment demands it." O'Neill stated. The solid waste manager pointed out the projected development costs of $40- $50 million for the single resource recovery plant that will serve the entire county compare favorably with the cost of the new wastewater treatment system for the Ocean City Region com pleted in 1982 O'Neill also pointed out that limited landfill space will continue to be required to dispose of the residue from the incineration process and for unprocessable . wastes.
