Gunman Kills Woman, Self
AVALON - A local woman was killed early Monday evening by a gunman who then took his own life. Arrested Youths Not Charged COURT HOUSE - Eight youths arrested for "open alcoholic beverages in public and underage possession of alcoholic beverage" were listed in an April 29 Middle Township press release, but never charged. Police Capt. Raymond A. Saunders said the youths "actually were arrested. Any time you detain them, technically you have arrested them. They made our street arrest report." But, Saunders added, C. Felix Cruz used his discretionary power and did not charge the youths, aged 18-22. "I question why he didn't make the charges," Saunders said. He also said the alleged violations took place in a woods 487 feet away from the Cape May County Park and thus were not "in public," but should have been charges of contributing to the deliquency of minors. The controversial "arrests" were among 28 at- • tributed to a special task force set up for a onemonth operation in response to increase in burglaries and drug trafficking during the first three months of the year, Middle Township officials had said.

Cheryl Stiner, 36, and Thomas D. Owens, 49. both of 1719 Ocean drive, are dead. Stiner's 16-year-old daughter. Shawn, was wounded by Owens and was in stable condition at , Burdette-Tomlin Memorial Hospital Tuesday morning Avalon Police Chief Joseph E. Foley said police were called by Cheryl Stiner at 5:36 p.m. and asked to remove a man with two guns from the apartment. They arrived to find Shawn lying in the road bed with gunshot wounds of the chin and shoulder.
