Chinnici Measures Total $89 Million
TRENTON - Assemblyman Joseph W. Chinnici < R-Cumberland-Cape May), a senior member of the New Jersey Joint Committee on Appropriations, has announced that he is sponsoring 35 different resolutions amounting to $89,665,000 for appropriations in support of state government. Chinnici pointed out that the largest proposal, in the amount of $25 million, would provide funds for the purpose of making loans to owners or operators of sanitary landfill facilities for financing closure costs. Another resolution, of equal importance, would provide increases of $7.7 million in the amount recommended by the governor to raise teachers' starting salaries to $18,500. THE FIRST District Assemblyman also announced that he is supporting an adjusted appropriations for travel and tourism by $70,000 to hire three additional personnel, a budget specialist, and two program coordinators.
Chinnici said he is especially pleased to offer a resolution in the amount of $200,000 to insure the survival of historic Wheaton Village in Millville. a significant cultural institution and tourist attraction dedicated to New Jersey's glass-mak-ing heritage. Wheaton Village, Chinnici added, "has long been the leading factor in county tourism, contributing an estimated $4 million annually in tourism related revenues to the local economy". IN THE FIELD of community health services, Chinnici will introduce a resolution in the amount of $929,075 to establish an Institute for Alzheimer's Disease and Related Disorders. The resource center would provide counseling, information and case management to families to Alzheimer victims. Chinnici said the Institute would be an outgrowth of the Community Outreach Program for Senior Adults, a department of UMDNJCommunity Mental Health Center of Rutgers Medical School, which for the past 10 years has delivered services to elderly New Jersey residents. OF EQUAL importance to Cumberland County and the first district, another proposal would provide $500,000 tq the Vineland Development Center for additional equipment for residents and special furnishings in various areas of the developmental center. In the fields of law and public safety and environmental protection. Chinnici said he is requesting funds in the amount of $607,000 to enable the Marine Police to purchase property and construct a facility, to enable them to serj/e better the needs of the public, both presently and/ in the future. Reportedly, Chinnici said, "the present Marine Police Station property at Bivalve has been listed for sale by its owner." ALSO, A proposal to provide $50,000 for a grant to Cape May County for the restoration of the lighthouse at Cape May Point. — $318,000 to the Department of Agriculture for grants to soil conservation districts representing a $50,000 increase over the FY 1985 adjusted appropriation and the governor's recommended budget amount. — $500,000 to increase both the FY 1985 adjusted appropriation and the governor^ FY 1986 budget proposal for tourist information centers by $400,000. — 700,000, an appropriation to provide necessary additional staff to assure the prevention of leaks of poisonous gases into the atmosphere; the tragedy at Bhopal, India, has demonstrated this need. — $75,000, to fund the New Jersey Diabetes Advisory Commission which was es-
tablished by Executive Order No 74, but the governor's recommended budget did not include a line item for this purpose. — $200,000,000 to allow the Department of Human Services to proceed with the design, removal and disposal of PCB-contamina-ted soils at certain sites at the Vineland Developmental Center. — Increases by $1,000 to $13,000 for single persons and $1 .000 to $16,000 for married couples, effective Oct. 1, for the Aged and Disabled Program and Lifeline Utility Credit programs for persons over 65, or individuals receiving disability under the Federal Social Security Act.
