When the ABC (Alcohol and Beverage Control) finds a minor has been served, charges are brought against the bartender who must appear in court. The licenseholder may have his establishment closed down for a few weeks or be fined by the ABC. "And these fines are well into the thousands," said Lauriello. "It's a very frustrating situation." He cited an example of four girls, whom he believed to be around 16 years old, presenting his carders with ID that showed their ages as 22 and 23 years old. "THEY GO FROM nightclub to nightclub with their phony IDs," he said. He admitted that the club may at times make an age judgment mistake, but he won't change his methods. "We don't have any other protection," he reasoned. The liquor stores are definitely not free of the problem Frank Urie, owner of Uries, said he is plagued with minors trying to buy liquor with inadequate ID "every day of the week." He has instructed his personnel to be doubly sure an ID is valid before selling liquor. But, while many are turned away for being underage, many others find friends of legal age to buy alcohol for them. "No card, no service," said Rich Buckley of Green's Liquors. DiSylvester said he knows the bars and liquor stores are strictly complying with the regulations because it is in their best interests. "They have too much at risk," he said. He commended bars that attempted to go dry. He said it showed a complete rethinking on the parts of the owners. But he is aware of the poor results. He defined the dry weeks as a pilot program. "A lot of kids were unaware this was happening," he reasoned. "This year was a start," Gerhard agreed. "I really think it can work." However, he believes there must be a determined effort to publicize dry clubs in the schools before the season. "You've got to build it up," he stressed. After this season, the mayor said, attempts will be reviewed to see if some changes worked and if other would be helpful.
