Cape MUA Hosts Tour of Landfill
WOODBINE - About 30 officials, from landfill agencies in Gloucester and Hunterdon counties took a tour of the Cape May County Municipal Utilities Authority secure sanitary landfill here recently to see how technology has taken over the solid waste disposal business. Since the MUA's landfill, which is located on a 305-acre lot situated in both Woodbine and Upper Township, is the only one of its kind in New Jersey, it has become a focus of attention in other parts of the Garden State by officials tasked with planning for development of sanitary landfills. WHAT DREW the most attention during the nearly three-hour inspection was the method the authority has used to line the new landfill, a method that uses "state of the art" material and systems to insure leachate. or water that precipitates through and out of the solid waste, doesn't reach groundwater. Noting that the milar liners are only 27 and 36 milimeters' thick, one official from the Hunterdon County Solid Waste Advisory Council asked how the authority could be sure the material wasn't punctured. "Try to put a hold in it." challenged Solid Waste Manager Theodore O'Neill, handing the official a sample of the material. O'NEILL EXPLAINED that ground beneath and around the landfill is protected from pollution from landfill leachate by a twolayer liner system. The first liner is covered by 18 inches of sand within which is a system of pipes to draw off the leachate and pump it to a holding tank where it is later drawn off and processed at the authority's wastewater treatment plants. Under the primary liner is a secondary layer of the milar. also covered with 18 inches of sand and a piping system. If the leachate shows up in the pipes of the secondary system. O'Neill said, the authority will know there is a leak in the primary system.
i SURROUNDING, the landfill is a system of monitor wells from which samples are regularly taken which will show if there is a leak beyond the secondary system. "So far we have had no problems in either the primary or secondary systems." O'Neill said. The landfill area, which covers about 100 acres of the entire landfill site, is also broken up into "cells." so that a leak in one cell will not affect other solid waste disposal cells. The TTUA's landfill has been open just a little more than a year and. according to O'Neill, one cell is already full, with landscaping activities on that area ready to begin. "ON THE Wednesday after Memorial Day (this year)," O'Neill said, "we received 881 tons of solid waste, which is as much as some of the larger landfills in North Jersey receive." The landfill is designed to last 25 years, with most of the material deposited in it after 1990 being ash from a resource recovery system. O'Neill said, "the landfill received 117,000 tons of solid'-waste. which represents a figure that is l percent above our estimates for the year. " HE SAID HE expects disposed waste tonnage to rise about 10 percent during the second year of operation. O'Neill said that the most effective means the authority has to be sure that haulers comply with MUA regulations concerning what can and cannot be disposed of at the landfill and how certain types of solid waste, such as asbestos, must be packaged is that the authority is not governed by the state Board of Public Utilities and is therefore not mandated to accept trash from all haulers. "The best club we have to make sure haulers comply with rules and pay their bills," O'Neill said, "is that we can cut them off ( from access to the authority's landfill) and they know it." O'NEILL. IN response to another question, pointed out that the host communities of Woodbine and Upper Township share equally in the $1 per ton surcharge on disposed waste and in 1985 wiU each receive about $60,000 from this revenue. / "In terms of traffic'." he said in response to another question, "we get about 100 trucks per day here and another 100 trucks per day at the transfer station in Burleigh."
