MUA: Good, Bad News $200,000 Refunds, Cape May to Pay

SWAINTON - The New Jersey Water Co. will be receiving a check for more than $200,000 to be refunded to users of the Ocean City service region wastewater treatment facility, it was announced at the Cape May County Municipal Utiilties Authority's regular meeting. The refund is based on the results of the 1984 user rate final audit by the county MUA, which operates wastewater treatment plants in the Ocean City service region and Cape May service region and has two more under construc-

tion for the Wildwoods /Lower and Seven Mile Beach/Mickile service regions of the county. THE NEW JERSEY Water Co. is the billing agent for the MUA's treatment facility in Ocean City. "The billing agencies for Ocean City, West Cape May and Cape May Point will all receive refunds," George Marinakis, executive director, told the authority commissioners. "Cape May City, however, will be receiving a bill for $112,558 due to the flow there being in excess of what was estimated."

Parade, Fireworks For Upper's Fourth

STRATHMERE - Arrangements are underway for observance of the Fourth of July in Upper Township. The special events for the township will be held in Strathmere, with a parade at 10 a.m. and a fireworks display on the beach at dusk. Both events will be held tomorrow, July 4. (Rain date is Saturday, July 6). Prizes will be awarded for the parade, which will start at Commonwealth Avenue and Seaview Road. The awards ceremony will be staged in front of the Strathmere Fire Hall following the parade. Information may be obtained by calling 263-3397. Refreshments will be available throughout the morning. The Deauville Inn will assist with food at the fire hall following the parade. THE FIREWORKS display will be set off at Williams Road and the beach. The public is invited to participate and/or watch the parade and enjoy the fireworks. Willard Clark will serve as grand marshal, as he has done for many years. Clark, who will be 85 in October, has served the Strathmere Volunteer Fire Co. as its president for 15 years, and has a long unbroken record as grand marshal of its annual parade. He moved to Strathmere in 1965. Arrangements for Upper Township observance of the Fourth have been made cooperatively by Chief Bruce Riordan. Strathmere Volunteer Fire Co.; Elizabeth R. Bergus, president of the Strathmere Impfovement Association; Clark, the grand marshal; Walter Carpenter and Linda Scanlon of the Deauville Inn; with assistance of Mayor Daniel Beyel, township committeemen and Barbara Camp, municipal clerk.

The individual municipalities bill the users in Cape May, West Cape May and Cape May Point. ACCORDING TO Marinakis, the New Jersey Water Co. will be refunded $202,115 for users in Ocean City; West Cape May will receive $15,185 for its users; and Cape May Point will be refunded $9,036. "How the billing agencies return the funds to the consumers is their responsibility," Marinakis explained. "We have no authority or control over that function." Marinakis speculated that the billing agencies could use the funds to keep rates down or could credit customers based on their useage during 1984. He pointed out that part of the reason the MUA was able to keep the cost of user rates lower than expected was that the- authority earned considerably more interest than was originally anticipated. Pagano, State Police Superintendent, announced that a stepped-up traffic enforce- i ment program will be in effect from 6 p.m. today until midnight Sunday, July 7. Troopers will be on the road to assist the motoring public to get to their destination safely. To accomplish this, Colonel Pagano said, "We will take a firm posture of strict enforcement measures against those who would jeopardize the safety of others by violating the traffic laws." SOBRIETY checkpoints will be held at various locations throughout the state during the holiday period with emphasis on reducing alcohol-related accidents through increased apprehension of the drinking driver. In addition, troopers will take part in a national safety campaign titled Combined Reduction Effort (CARE). Troopers assigned to CARE patrols will concentrate on interstate highways and focus enforcement on the national 55 MPH speed limit as well as the drinking driver and other hazardous moving violations. Colonel Pagano noted that one person died on New Jersey highways in motor vehicle accidents during the 30-hour holiday period last year. This year the holiday period will cover 102 hours, starting at 6 p.m. today to midnight July 7. Pagano urged drivers to use their seat belts and to drive with utmost caution at all times. cti/'f
