A REPORT on the effectiveness of the program in Avalon will be completed some time this fall, but Sloan has already judged it a success. "Participating in the Governor's Management Improvement Program has opened up the lines of communication throughout the borough and has helped us better coordinate our efforts to give the public the N best service we can." she said.
