School's out and summer /'-fun is at hand for children One unfortunate side effect of the freedom of summer is a rise in farm vandalism, according to Larry Newbold, Cape May County Agricultural Agent. Newbold believes that farm trespass and vandalism may occur because the trepasser does not recognize the harm done. Alfalfa fields can appear to be open space to a youngster on a mini-bike. A new Christmas tree planting can look like an abandoned field. Yet both represent hours of work and hundreds of dollars in investment. Farm trepass creates a double hardship for farmers who suffer direct damages and have to divert their energies during the busiest season to play detective and sometimes social worker. Responsible parents must take the initiative to > oversee their children's ac-

tivities. and if problems arise, to settle them quickly and fairly. Farm trespass and vandalism have become statewide issues, and a special committee chaired by Secretary of Agriculture Arthur R. Brown Jr.. recommended five changes to state law. Three are now laws providing protection to farms. THE CRIMINAL trespass law now relieves the farmer of the requirement to post his land for "no trespassing". The lawsays. "It is the implicit assumption of this bill that certain agricultural and horticultural land supplies the public with a visual cue that the land is privately owned, and thus, that unauthorized entrance is prohibited. The visual cues are spelled out as including, "plowed or tilled fields, standing crops or their residues... dikes, canals, ditches, and pump houses (including manmade ponds ) , orchards, \ nurseries, and land with a maintained fence..." Another change alters r the criminal code to classify the degree of . crime by the amount of damage the trepass causes ' and to set mandatory minimum fines according1 iy. Damage to $500 carries ' a fine ranging from $100 to $1,000 and a disorderly persons designation. FOURTH DEGREE ' crime stipulates damage from $500 to $2,000 and assesses fines from $200 to $7,500. For damage over $2,000 a crime of third degree sets fines from $500 to $7,500. Crimes of the fourth degree carry a maximum sentence of 18 months. and of the third degree. - a sentence of three to five ' years. The third change, in the ' motor vehicle code, prohibits the destruction of agricultural property with a motor vehicle and institutes a schedule of points for such destruction.
