Rising from the ashes of England's finest neopsychedelic band. The Soft Boys, it took an awful long lime for Katrina & The Waves to secure an American deal. But the wait was well worth it as "Walking on Sunshine" is a delightful summer smash that sounds best blasting from a tiny car speaker. Although their debut American album on Capitol combines tracks from their two previously unreleased on our shores albums. Katrina & The Waves have a consistent long-player. TIIE KEY to their success lies in Katrina Leskanich's jubilant vocals, a solid rhythm section. and the dynamic lead guitar breaks of Kimberley Rew. Rew also has the knack for writing infectious pop tunes This is upbeat music that's based on the influence of The Beatles, Motown. Beach Boys, and Byrds, yet its vibrancy and lack of setf-indulgence make it sparkling fresh and original. Believe me. only bad luck will keep Katrina & The Waves from developing into a major rock force. THE SOUNDTRACK of the film Return to Waterloo (Arista) might not be the solo album from Ray Davies Kinks fans have long yearned for. but it should satisfy most of them Knowing that Ray Davies wrote and directed this movie, it comes as no surprise the leader of the Kinks put a great deal of work into its music. These tracks are mostly written in Davies' personal. melancholy style with equal doses of sadness, bitterness, and cynicism, and sung in Ray's distinctively guy-next-door voice The title track ranks with Davies' best, proving this senior statesmen of rock isn't about to slow down WHILE BROWSING through the soundtrack section to locate Return To Waterloo, you might want to pick up Sylvester (MCA). I don't know anything about this film, but the music is first-rate rock, using some of the best up-and-coming bands

around, including The Textones. Cruzados. Los Lobos, and Rank & File. A surprisingly entertaining record that has little or no chance for success, yet deserves to be noticed. j ALTHOUGH they've yet to dent the charts, New Orleans' The Neville Brothers are currently the most talked about R&B/soul band. Their Live At Tipitina's New Orleans (Black Top/Rounder. One Camp St., Cambridge. MA. 02140) is a stunning collection of tracks highlighted by tough, rockin' musicianship and silky smooth harmonies. The Neville Brothers use a concrete base of vintage ' New Orleans' rhythm and j blues, yet they don't sound j old fashioned. The live ver- i sion of Aaron Neville's 60s ' hit. "Tell It Like It Is." I alone is worth the price of this album, but the other ' tracks are nearly as strong. Fish Art On Display I STONE HARBOR - In celebration of "1985 - The ' Year of the Wetlands", a series of art exhibits will be displayed at the Wetlands Institute during the sum • mer.
