Hughes Hits Slash ^ in DEA Funding
WASHINGTON. D C. - House Crime Subcommittee Chairman William J Hughes (D-NJi recently cautioned against a proposed 4 percent cut in funding for drug enforcement and praised the State. Justice. Commerce Appropriations Subcommittee for "putting muscle in the federal drug enforcement strategy where it is necessary and can achieve results". Hughes, whose subcommittee oversees the opera tions of the Drug Enforcement Administration, spoke during House consideration of the Fiscal Year 1986 spending bill for the Justice Department and other agencies This legislation (H.K 29651 contains funding for the Drug Enforcement Administration. "THE CONGRESS repeatedly talks about spending signals" 1«l drug traffickers. KecentlySgjc House voted to use battleships on the high seas to inderdiet drugs, thereby spending a signal that we are serious about fighting the war on drugs "Now. just a few weeks later, some of the same |x>nple are calling for a four percent cut in our real drug enforcement effort They wanted to send signals but are unwilling to send the troops the real troops the DEA agents who are trained to interdict drugs at the source." Hughes said In April. Hughes testified before the subcommittee asking for an increase in funding for a numtier of DEA programs in which the President's budget request had "failed to meet the challenge of the DEA mission" THE IIOI'SE Appropriations Subcommittee responded to Hughes request for additional funding by increasing the Administration's request by $7 75 million dollars for three pro grams which arc "central to an effective fight against drug trafficking." Hughes said
Eleven positions were added to DEA's Foreign Cooperative Investigation Program "This program had been cut and. as a result. DEA agents overseas are exposed to unnecessary danger, and our ability to gather intelligence vital to interdicting the supply of drugs has been undermined This action restores the overseas program which. I might add. is one of the most respected of American activities overseas," Hughes said. THE COMMITTEE also restored $4.2 million dollars and 70 positions for DEA's state and local assistance program, bringing it almost to the 1980 level.
