By TOM FLYNN COURT HOUSE - Pat La Rosa of Sea Isle City had a question for Bill Bradley. And last Wednesday seemed like a good time to get an answer. For 60 other county residents, that day was also the time to seek assistance, request information, and voice opinions, as representatives of the U.S. Senator's staff manned a help session at the post office here.

Gloria Robertson, manager of Sen. Bradley's Marlton office, said Court House was the third stop on a statewide tour of county seats. The meetings provide an opportunity for constituents to communicate with the senator, beyond letters and phone calls to his offices. slie said. MOST VISITORS had concerns with Social Security, the Internal Revenue Service, or the Veterans Administration. Robertson said.

In their visits near Atlantic City, she noted that most complaints about the IRS deal with the pooling and reporting of tips by casino waiters and waitresses. Another major complaint has been late refunds. A caller to her office said her refund check, dated May 22. was received the first week of August.. Robertson said. i ' Those with specific problems with various federal agencies are asked to provide as much information as possible and to sign an information waiyer. Without that waiver. Robertson said federal agencies will not open their files. The policy of written permission prevents unwanted individuals, such as exspouses. from obtaining records, she said. OF THE 60 VISITORS. 45 registered problems with federal agencies. Their information will be forwarded, and a reply made to Bradley's office Fifteen others had miscellaneous requests or opinions. Robertson said. La Rosa, who manages the Sea Isle water system and is associated with other utilities in the county, requested information. Bradley and fellow New Jersey Sen. Frank Lautenberg introduced a bill in May that would prohibit lead "goosenecks." or connectors, between a water main and lines into homes or businesses.

He said he wanted "to keep on top" of the bill for its possible implications for the city. He added that the city has had no problems with its lead goosenecks, which have been an industry standard for years. IN LA ROSA S CASE. Jeffrey Kwatinetz, a summer interm, took down La Rosa's inquiry and address on a pre printed form. It will be sent to Washington, where Bradley's office will forward a copy of the bill and other information. There were several people. however, w.hom Bradley's aides could not assist. These people thought Bradley would be there in person, and were disappointed to find only staffers. "That happens every place we go." Robertson said.
