' 'Primer' Planned On Incinerator

SWAINTON - The Cape > May County Municipal , Utilities Authority, in preparation for the construction of a resource recovery incinerator, is having a nationally recognized environmental consulting firm create a "primer" on health issuqfc surrounding such facilities. "As we move forward in the implementation of a resource recovery facility for (.'ape May County." said MUA Solid Waste Manager Theodore t. O'Neill, "it will be necessary to address and resolve a "number of technical, economic and environmental issues before a plant can be designed and built. "(INK OF the most critical issues surrounding
the incinerator construction." he said, "is air pollution control and associated public health protection measures to be included in such a project." O'Neill said that greater scientific study and monitoring at a number of resource recovery plants both in the United States and Europe has shown that while there are pollutants associated with the incinerators. properly designed and operated plants do not represent unusual or unacceptable environmental health issues. HE ADDED, however, that there is always an understandable concern by people in communities surrounding proposed resource recovery facilities over the effect the plants will have on air quality. "In order to properly respond to these.concerns and to set realistic design and operating standards for a resource recovery facility in Cape May County," O'Neill said, "we must know at an early date what specific air pollution and public health issues are actually associated with the projects, what degree of public health risk they represent. how effectively they can be controlled or prevented and to make this information readily available to our neighbors and the general public." O'NEILL recommended, and the authority commissioners subsequently approved. hiring Konheim & Ketcham Inc., a consulting

The project is expected I to last six to eight weeks, O'Neill said, and will cost $12,780. which includes the reproduction of the report and a public presentation of the results.
