CITY ANIMAL Control Officer Bertram Halbruner, Jr.. reports "a significant increase in the number of animal bites over last year." in his July accounting to Council.

In 21 working days, Halbruner said he received 25 complaints, 18 of which were about wild animals. Halbruner took nine cats to the pound, and captured or located one stray dog. He captured 11 wild animals that were either damaging property or causing a nuisance, and he •answered five calls about dead animals. OFFICERS of the city's police department investigated 37 motor vehicle

accidents during July, and issued 4,374 summons to motorists. Three of the citations were for driving while intoxicated, and 66 were for various moving violations. During the month, police issued 510 ticketsfor illegal parking, and 3.775 tickets for parking meter violations. Forty-three persons were arrested, and police conducted 33 criminal investigations. and responded to 35 complaints about disorderly conduct. Out of $17,636 worth of lost or stolen property reported during the month, police recovered items values at $8,350. THE CITY HAS applied for $81 .525 in state aid under the 1984 New Jersey Transportation Trust Fund Authority Act to repave Washington Street, from Ocean Street to Madison Avenue. If the city gets the amount. Mayor Bloomkvest said a drainage catch basin between Ocean and Jefferson streets will be enlarged as part of the job. COUNCIL HAS awarded a $1,300 contract to Ford Scott & Associates, 218 Wesley Ave., Ocean City, to conduct an audit of the city's community development block grant program required by the U.S. Dept. of Housing and Urban Development. MAYOR BLOMKVEST has asked City Manager Fred Coldren to have temporary repairs made to a flapper valve at the foot of Perry Street that controls the flow of a piped section of Cape Island Creek. The mayor said high tides the weekend of Aug. 17 caused the under-ground section of the creek to flood in the vincinity of Grant Street and Windsor Avenue. "I'm worried about a child falling into a cave-in," said the mayor. AT LAST WEEK'S session o* Council. Mayor Blomkyest singled out Gary Matthews, the city's chief mechanic, for commendation. "Gary Matthews is an absolute marvel," said the mayor. "He has saved the city a lot of money with his expertise."
