IF YOU WANTED TO. you couldn't have voiced your views on whether two Nature Conservancy lots, near Bennet's Bog. Erma. should qualify for lax exempt status. L The state Department of B Environmental Protection J published a hearing notice B on that matter Thursday ^ morning, but the hearing was 9 a.m that day in Hamilton Township. "Interested parties may . . . present ora 1 statements at the hearing and must notify the department of their 'desire to speak' no later than Aug. 26...." according to the $15.84 hearing notice. Not to worry though, says township tax assessor Sandra J. Sharpley. who received a separate notice a few days before the hearing. "All DEP can do is say the group (Nature Conservancy). and its purpose and activity, qualify." she explained. 'But that doesn't give them taxexempt status; I do." That doesn't seem likely either, she added, because the Conservancy's preserve on those lots contains a house. "I don't see how I can make that singlefamily home tax-exempt." Sharpley observed, because the dwelling doesn't seem to meet the criteria. "They did the same thing with South Cape Meadows." she recalled, refering to the non-profit organization's large beachfront tract on Sunset Boulevard between Cape " May and Cape May Point. It's not tax-exempt. Sharpley noted, because cattle graze on the lease land. In any case, she concluded. "DEP doesn't have the power to make it (the Erma lots) tax exempt." NEW CONSTRUCTION in the township's wellnamed Diamond Beach has already boosted 1985 assessed municipal property value from $613,441,100 on Jan. 1 by $17.5 million as of last week, Sharpley told councilman during their work session last week Both figures, however. Twenty-seven other property owners, who appealed their 1985 assessments, agreed to stipulate settlements Sharpley told councilmen. She asked them to approve the stipulations so out-of-state property owners could skip court appearances last Friday. Those stipulations would reduce by about $4 million the> overall assessed property value in Lower. Sharpley explained. Most pertain to Diamond Beach land whose owners successfully argued for reduced assessments because of unfinished streets or lack of water. Most of the resort is controlled by developer Robert Ciampitti's corporations. . This time two years ago. he announced plans to build a $150 million community on 60 acres over the next 10-15 years. Plans included a shopping center. 250-room motel, 615 townhouses, 225 single-family homes, a private beach and country club. Sewers are installed in Diamond Beach but it's awaiting water from Wildwood. Sharpley noted. "But it's a matter of when it gets done," she said of pending watex line installation. Since completion of water lines and roads means higher assessments on the resort properties and. since higher assessments mean more money for township coffers, Councilman Robert Conroy called on the

township to do what it can to speed those projects. "We have been anticipating a good additional revenue there for 15-20 years and it has been one hang-up after another. "Sharpley observed. Nevertheless, she added. "We've already seen quite a bit; it's already doing some good. " With Councilman Joseph Lonergan dissenting, Conroy and ' Mayor Robert Fothergill voted to approve the 27 stipulations, reducing tax assessments at Diamond Beach. "I don't like to vote on something that was set down before 15 minutes ago," Lonergan explained. WITH ANOTHER!! 2-1 vote and Lonergan dissenting. Fothergill and Conroy « last week overturned a 2-1 council decision July 22 that would have delayed until January township hiring of two police officers under a state matching grant program, and made the hirings contingent upon the state money. Conroy had voted against the July measure; Fothergill abstained then. At the same time, council voted 3-0, with Lonergan abstaining, to participate in the program. Last week's vote allows the immediate hiring and 14 week training of the patrolman. ARGUING THAT weekly recycling is costing the township money. Lonergan pushed again last week for a twice-monthly program. But Fothergill countered that he wants to "see what volumes we're picking up" (Page 19 Please)
