Election Early in '86 Tracy, Decollewaert, Salvo Get Union Posts

By JOE ZELNIK COURT HOUSE - Cape May Men's Republican Club President C. Joseph Tracy has been appointed business agent of Local 1983, Civil and Public Employees. Tracy last week took a six-month leave of absence from his county job in the Consumer Affairs Department, where he was making $11,500, for the $23,000 union job. And he said he will resign the GOP post in November. Local 1983 is affiliated with the International Brotherhood of Painters and Allied Trades, AFLCIO and represents 900 workers in five local unions. The largest is the County of Cape May, with 695 members. Ralph Williams, special trustee for the union, also appointed Ferd Decollewaert, who works Circular in today's newspaper Roughneck Bucket, Storage Bin and Step Stool on pages 10 and II. TRACY. A FORMER Democratic county commissioner in Bucks County, Pa. in the early 1970s, was the appointed union president for about two months this spring, but resigned. He has been a county employe since April 27. 1984. He and Decollewaert are both former Philadelphia policemen. Williams told this newspaper that Tracy. Decollewaert and Salvo ail will seek their posts at an election expected next January or February "to phase out the trusteeship." And, he added, each has agreed to work with new officials if defeated. That election also will select a vice president, treasurer-financial secretary and three trustees, due to be appointed within the next three weeks. Tracy replaces Kenneth Childers, in the job since January and terminated by Williams. A NEWS RELEASE submitted by Williams said Tracy "has experience in union negotiations in this area and in Pennsylvania where he was a union member for 31 years. "His experience as a businessman, former township elected official and county commissioner, SEPTA (Southeastern Pennsylvania Transportation Authority) board member and various corporation board memberships will bring needed management to the local," it concluded. THE SAME NEWS RELEASE announcing the appointments reported that the I BP AT has endorsed Gov. Thomas H. Kean for reelection and said that "the new leadership of the union will work toward that election until its completion in November." The trusteeship was appointed in July 1984, and faced a $52,000 debt which, according to Williams, will be paid up by next February. The local and the county in August settled on a three-year contract providing 5 percent pay hikes each year. Williams said he expects county department heads to meet soon with shop stewards to discuss differences not covered by the contract. HIS RELEASE said the union "...will be looking toward the establishment of work rules for county employes, the establishment of a grievance committee for the review of outstanding and new grievances, developing a strong steward system, establishing proven budget controls and other needed refinements." In addition to the county, the union recently completed contract negotiations representing 33 employes of the City of Cape May and 34 employes of Servicemaster Corporation, the firm that has the contract to clean Burdette Tomlin Memorial Hospital. A two-year contract covering 103 city of Wildwood employes was approved, 51-7, last Thursday night. It includes a 4 percent pay hike this year, 6 percent next year, on top of 70 job reclassifications to higher salary ranges, according to Williams. And, he said, negotiations with the Borough of Avalon, where there are 33 employes in the local, "are in the preliminary stages." Tracy, son of a toolmaker at Philadelphia's Frankford Arsenal, was reared in the city's Tacony neighborhood where his first name, Clarence, was quickly dropped in favor of Joe. He was a Philadelphia policeman until 1962 when a police station swivel chair collapsed beneath him. Torn ligaments led him to retire on a $248-a-month disability pension. Shortly afterward he. his wife and two sons, moved to Montgomery County and they started the Bux-Mont Exterminating Co. The Tracys bought a home in Cape May last year. His wife is deputy treasurer and deputy tax collector for the city and his son, Joseph, is assistant director of the city Depart ment of Civic Affairs.
