Jones (D-NC), Hughes and other members of the House Merchant Marine Commit tee direcLs the Secretary of State to enter into negotiations with interested nations on preserving the shipwreck, while the National Oceanic and Atmospheric Administration (NOAA) develops guidelines governing activities at the site which are consistent with the ship's cultural and historical significance

Abby. 13-vear-old daughter of Mr. and Mrs. Peter Fagan of Avalon. is one of a dozen Middle Township High School students who left for England today in a student-exchange program. Their counterparts will arrive here for a month in late March.
