Thornton pointed out that all employes were supposed to have had a memo read to them at the end of the Sept. 26 work day telling them to "take the necessary precautions to protect their property and their families this evening" because "during the emergency situation the employes will be required to protect the lives and safety of the residents of Cape May County." DECISION was announced Oct. 8 after a 15-minute closed session and in anticipation of a question from Dorothy Hackett, a clerk-typist in the payroll section at the county jail. Some people, she said "say they were told Thursday evening not to come to work, and some said they called in and were told to "stay where you are.' "The policy is." said Thornton, "that only the Board of Freeholders can declare a county holiday. It was not."
