Utility Co. Drops PCBs PLEASANTVILLE - Although the Environmental Protection Agency (EPA) only recently ordered the forced retirement of certain PCB transformers. Atlantic Electric instituted a voluntary program five years ago to phase out all PCB transformers and capacitors in public areas throughout its territory. According to Bertram LeMunyon, the utility's manager of administration for electric operations, Atlantic Electiric expects to have the removal project completed by the end of 1986. P C B ' s . o r polychlorinated biphenyls, have been used since 1929 as a coolant for electrical transformers, becaUse they are highly flanjeretardant. However, the manufacture and sale of PCB's were banned in 1977 after studies showed them to be a potential carcinogen in humans.
